When landscaping, what comes first?

When putting down a black tarp like material on top of a patch of land, can you layer composte on top of it, and decorate with rocks and such, later to plant flowers with… is this possible, and what are the circumstances in which it would not work, and overall be a bad idea

    When using the weed barrier, they usually just cover it with mulch or rocks. If you put compost on top of it, weeds and grass will grow. If you want to plant flowers there, cut an X in the barrier and plant it in the soil beneath the barrier and then pull the mulch back around it. You can add some compost with the plant hole then if your soil is poor.

    The soil gives so much nutrition to the plants.
    It would be hard to keep that up above the tarp.
    Certain plants need roots to slowly get water and that would make it hard to do.

    Suggest using newspaper rather than landscape fabric for a more eco-friendly alternative. Use many layers (8-10) in the same way you would the fabric, wth compost and/or mulch on top. It will help prevent weeds but will degrade slowly over time as your garden matures and weeds become less problematic.
