I am trying to renovate my backyard and I am not sure what to do?

friend just bought a place with a 8 foot retaining wall, in need of replacement, she contacted her city planner and was referred from there……
Is the retaining wall your only option? Could you create a terraced garden, which would in effect be a series of layers, like a wedding cake?
This would not give you a level back yard, but may be more cost effective, depending upon the climate and your budget.
If you’re set on leveling off your back yard, then your town engineer would be the person I’d talk to first.
