I had one at my last home, not as big as yours it sounds like. What I did was to build a deck that covered it. I used screws in case I needed to open it up for anyone who might need access.
A lot depends on who owns the land the drain runs thru. If it’s yours you could plant flowers along it, or blueberry bushes, dwarf spruce (”Jean’s Dilly”). There are lots of choices.
I would say elephant ears maybe. It doesn’t take them very long to grow. Just get a few and kind of space them apart. Eventually the rest of the area you want covered will be. Also, if there is a nasty ditch smell, these will help to cover it.

can you build a small ridge on your side of it and plant with lots of height plants AND ground-cover?

sounds like you need a retaining wall to me!!
